VIPCon provides senior strategic advisory for EU-level programmes and national deployments. Vanja leads programme design, WP/task governance and sustainability planning for CEF, Horizon and Joint Actions - convening Member States, donors and vendors to turn policy into workable roadmaps. Work typically spans regulatory impact assessment, consensus facilitation and practical implementation planning that de-risks roll-outs at scale. 

VIPCon authors legal-technical outputs that make cross-border services compliant and contractible. Deliverables include Data Protection Impact Assessments, Model Patient and Healthcare Professional information notices (PIN / HPIN) and multilateral NCPeH agreements - all aligned with GDPR, eIDAS and EHDS principles. The approach focuses on creating legally robust templates and contractual annexes that procurement teams and data protection authorities can adopt with confidence. 

VIPCon produces vendor-ready technical requirements and standards artefacts used in Member State roll-outs. Core work covers EEHRxF alignment, eHDSI / MyHealth@EU integration, IHE profile and HL7 CDA/FHIR mapping, plus authoring of EHR functional requirements and hospital discharge report specifications. Outputs are written for implementers and vendors - detailed enough for development teams, structured for procurement and testable in pilots. 

VIPCon closes the loop between specification and delivery by drafting procurement-ready specs, acceptance criteria and vendor engagement plans. This includes Registry-of-Registries architecture, national roll-out coordination, training packages and operational toolkits. The emphasis is on ensuring that legal, technical and commercial documents align so programmes actually deploy on time and on budget.
